The challenge we’re solving
Portugal faces a key challenge: how to lead in blockchain innovation while ensuring that digital transformation reaches all regions – not just Lisbon. Digital infrastructures remain centralised, and much of the country’s investment and innovation continues to cluster in the capital.
Blockchain.PT responds to this challenge through a national consortium that decentralises both technology and opportunity. By developing blockchain-based solutions across multiple sectors and regions, the agenda supports Portugal’s transition toward a more digital, green, and resilient future – aligned with EU innovation goals.
This project focuses on six key sectors:

- Sports, Culture, and Leisure
- Data and Knowledge Economy
- Digital Asset Management
Project partners
Led by Void Software, S.A., the Blockchain.PT consortium includes 50 entities: 20 companies, 15 ENESII (i.e., non-corporate research and higher education institutions), 4 public entities, 10 associated partners, and 1 competitiveness cluster. Value for Health CoLAB is one of the participating ENESII entities. Below are the logos of all participating entities in this project.

Project goals
- Decentralise investment and impact, promoting regional innovation beyond the Lisbon area.
- Strengthen collaboration across sectors by supporting the design, implementation, and evaluation of scientific studies that improve and validate blockchain-based solutions – particularly through partnerships between companies, ENESII institutions, public bodies, and clusters.
- Foster cross-sector innovation by applying blockchain in agriculture, health, sustainability, culture, data, and asset management.
- Support talent development and training in blockchain for both business and software professionals.
- Build a national innovation ecosystem that enables the long-term adoption and transfer of blockchain technology across multiple sectors.
Our role
We work with two startups leading blockchain innovation in sports and gaming:
- Dotmoovs – a platform that uses AI to assess sports performance and enable virtual competitions. Its goals include:
- Evolve its platform into a decentralized social network for athletes, based on blockchain.
- Promote transparency, security, and accessibility in the development and evaluation of sports talent.
- Differentiate from existing market solutions by offering a cross-sport platform that fosters both performance monitoring and real competition among users.
- Expand the user base, ranging from young athletes to professionals, as well as clubs, talent scouts, and sports brands.
- Consolidate a sustainable digital economy, based on tokens and NFTs, that incentivizes sports practice and creates value for athletes and organizations.
- Exeedme – a blockchain-powered gaming platform that rewards players and hosts esports tournaments. It aims to:
- Promote transparency and security in in-game item transactions.
- Enable the transition and transaction of in-game items from “traditional” games onto the blockchain.
- Allow the creation and transaction of digital assets supported by Esports Organizations (esports items).
- Promote entertainment through skill-based competitions with incentives in in-game items or esports items.
To support Dotmoovs and Exeedme, we help improve and validate their blockchain-based solutions by:
- Supporting the design, implementation, and evaluation of scientific studies to validate their technology in real-world contexts.
- Conducting focus groups and interviews with key stakeholders to gather perspectives on the application and value of blockchain in sports and gaming.
- Researching the blockchain market to map out key players and understand how value is perceived and created in these ecosystems.

The impact we hope to create
At the consortium level:
- 26 new blockchain-based products, designed for scalability and export;
- 84 scientific publications, co-authored by industry and academia;
- A multisectoral innovation ecosystem supporting real-world adoption of blockchain;
- Strengthened digital and technological leadership for Portugal across Europe.
For VOH.CoLAB and its partners (Dotmoovs & Exeedme):
- 6 scientific publications (3 with each partner), bridging research and application;
- Increased Technology Readiness Levels (TRL) for both startups, accelerating product development and market readiness in a cost-effective way.
